Me and Uroloki tried approaching it from the east. Seems the ocean has been cut off shortly before you reach Skalkaar, so the answer seems to be, "no". Curiously, there is a sort of 'corridor' of land leading towads it, you can see it by flying west of New Trismus. It is between Y-coords 13500 and 14500, and cuts off at X-coord 41000. I don't recall the precise X- and Y-coords of Skalkaar but I believe this corridor points almost directly at it.
