I have yet to find the sentient treant although I think I have wandered through all the cedar forests on Lesser Aradoth. Any better hints on where he might be other than "deep in the cedar forest?" or is there a quest that spawns him?

He's not actually IN with the Treants. Look past the Massives.

He is against the rockwall in one of the crevice. It is easier to find him walking from east to west.
