AROP Quest: Looping back to 2nd quest while on 3rd part.

If you complete the 3rd phase of the AROP quests when you talk to the dragon at the portal to the rift he will give you the second phase quests again. This is kind of strange as before it would loop on the current phase of quests not send you back all of one set.

Adding more info, nailed down the exact problem here. If you are on the third part of AROP and after speaking the fiend your current quest list will not show any active quests. Now head back to the AROP chamber and speak to the dragon next to it. He will send you on the second part of AROP again so technicaly you are on two parts of AROP at the same time.
