Not a bad idea. Something else we could do is along with the building materials that every room needs (bricks e.t.c.) the room would also require hoard as "building material". Like...to complete fase...
I dunno. The way my puny little mind thought of it was that the devs could program the ripples like those at the shore to start apearing once the player hits water. Could be wrong though...
My thought was that that the room had "fases" of completion. The room would be completed once "the maximum amount had been built". Sorta like when building a chamber...it's not compltete but the wall...
thought it might be cool if splash effects or atleast ripple effects (like those at the beach) could be added when a player walks into water...
The problem then would be that it wouldn't really require hoard anymore...(if I understood what you're saying)
