Crafting Question

I noticed on the main page under crafting, it says "Help your fellow players become distinctive with a new hairstyle...", does anyone know how to go about this and which crafting class gives this ability/skill/technique?

Not in game. No idea if it ever will be either. It was planned but never made it.
