1: because Rachival is the only city we haven't cleaned from the blight yet
2: because Awdz loves gnomes (for some ODD reason)

He has to be in a racial city besides his own.
He has to be near a blacksmith shop

It doesn't say it's a gnome. And the satyr islands are all still blighted. No, I don't know who it is, but it's not only gnomes without a home town.
