Temporary Fix for Freezing IE:
I have been searching through the forums the past 2 days because I was trying to find the reason why I could not get the web-launcher to work. Whenever I clicked play (when trying to create a new character, atleast) IE Would freeze and not respond. After delving into a few posts I noticed that someone mentioned that .NET not working.
I unchecked .NET[Framework]Patcher option, and IE No longer froze. I suggest everyone else who is having this problem uncheck the box too.
