Missing NPCs on Order

There are now several confirmed NPCs completely missing on Order, including the Mahagra vaultkeeper, and the Chiconis Primal Trainer that my alt dragon was attempting to find to turn in his quest. The Vaultkeeper has been missing for hours now. If this requires a restart, or just a single server restart of the farm that runs Order, please consider performing one :)

The Vaultkeeper on BackBay, our guildplot, is also on Hiatus. The plot owner has fiddled her permissions to see if that was the issue, but still, she's AWOL. This needs to be corrected rather quickly.
