[Fixed] Big Bug Regarding Reinforced Hide Satchels

Hello,

When using the expert satchel form to make a reinforced hide satchel, there are no hide strips required.

I am sure this is unintended. The same thing made by JMAN fromula takes 12 hidestrips.

also hide strips are required for other tiers of satchels in the expert formula, so just the reinforced one needs to be corrected
