Proc rate is 5% instead of 20%. Since there is no mention of it in the patch notes I'm assuming it's a bug and not a sneaky underhanded nerf.

This was changed by design. 20% was too high. It wasn't an under-handed nerf, but we did mistakenly leave it out of the patch notes (it was listed in our internal notes, but got missed when converting them to the public version).
