Mobs gone AWOL, Burris quest

As of this past tuesday, it appears more mobs have gone on holiday cruises or somethings, maybe for Valentines day.

Missing in action atm are the Imperial army: Disturbances II mobs.
Corrupt Elven Captains and Decayed Elven Troopers.

now i am unable to complete this quest on 2 charcters.

This is on Order Shard, please look into this matter. Are the anchors on holiday as well?
