Actually I managed to buy them from the Imperial Spell Vendor in sslanis eventually,but I'm not sure if that was coincidence or me being lucky,as I was sure that he didn't sell those usually. The said Kion spell vendor didn't sell them when I checked him at the time,but it would've been nice if the quest giver at least hinted where to get them.
