Is it to soon to ask what and who this new Dragon Blagarath is?
All I can seem to ascertain is that he lives in the Pawnbroker cave in Dralk and he is an Rift Artifact Vendor?
Any info we need to know?

As a guess, you might be able to trade (sell) junk loot from the Rift? Unless he relates to the Fiery Rift, which I have yet to experience. Or he(/she) slipped in unintentionally
