Tempered Scale of the Lunus

My dragon hatchling hit 50 and I went to do the Tempered Scale quest. Vladtmordt tells me:

I'm afraid from the looks of it your not quite suited for the next scale. you should know that the dragons at or beyond the 1st, 30th and 50th adventure rating desire the scales I speak of. In addition to that an adult dragon should have no interest in them.

I am a level 50 hatchling (not adult). I've done his other two scale quests (at level 25). Any idea why I can't get the quest?

*edit* Oh, wait... I see in the quest log I'm supposed to go talk to Xerix. I was reading the chat window. It may be working after all...
