is lair design is broken?

*edit* ok, I read your chart wrong the first time.

I thought lately lair design had gotten easier, since they apparently allow chambers to extend outside the lair now (sometimes they even show up above ground). But there are still a lot of instances where you th ink a room should fit and it doesn't.

I've never understood why sometimes it works and sometimes not.
