I have two question

I'm using the title Higher Prelate of the Clerical Order but i don't get heling over time. It can be that I'm missing something with the working of titles now a days or some thing is wrong with the implementation of this title.

the second is truffels to get the quest started for truffels a head I tried to get them from Blood Fungus but in over 4000 blood fungus caps harvested I didn't get any, also I think I didn't get any extra resources.
According to lexica this is the way to get them. Was I really that unlucky =(9/10)^(4000/15) = very very low change. or is this out dated info or is something else wrong.
