After merge the JM form didnt manage the way from lorekeeper to the trainers. Beginner never had been ingame.
After merge it used to be drop only (JM and expert) for a long time until it got removed from drop. Reason is unkown.

There's never been a beginner version of the formula. However, for a brief time after they merged the previous tiers into jman and expert formulas, thundercloud 1 and 2 were craftable. They nipped it in the bud right away tho.
I think the Imperial spell vendors had a Thundercloud I for sale when they first came out not sure if they still do.
