The mystery continues... I thought I could find out a bit more about this sound effect by poking around, here's what I found:

This uses the audio file spec_amb_19.wav located in the Istaria\resources\sound\ambience\forest01 folder. The data doesn't help us much but at least now we know which file to listen to if we want to make our own minds up
