The update today included a technical update to DirectX 9. This change corrects problems with water shaders, and improves performance, however, it also requires DirectX 9 to be installed. This update was on Blight, but was not intended to be released today because we don't have a smooth process to inform that DirectX 9 needed to be installed.
If you try to start Istaria and it crashes immediately, you need DirectX 9.
This change will be removed from the patch shortly, but if you've already got the change, just download DirectX 9 (it improve performance and rendering quality).
You can download DirectX 9 from Microsoft. You need to do the full download - not the web download.

Alternatively, you can download directly from the patch server.
