Observatory Area?

OK, I go to the Observatory to move the ARoP along. Is there a specific small area I need to be at? I have been all around the actual observatory itself and up and down the spiral mountain it is on MANY TIMES in both forms. I have also wandered the whole general area beneath it a lot.

Is there a specific area I need to trigger?

Yep, I found that one little teeny tiny area - what a huge waste of time. Oh well, at least it got me moving again.
