I think they (creators) did originally have an idea to make the dragon sexes separate models.. If you ever go play around with the mesh files you will notice that all the body pieces are labeled with...

In your Horizons folder in "resources" there should be a file named "Commands_Player.def". Copy the file into the "resources_override\resources" folder (to keep it from being reset during an update)...
