The reason it blocks it after every patch is that Horizon.exe is different after the patch, hence not recognizing it and prompting you for permission.

It needs to get the lag/ctd taken care of. All the other stuff; quests, new mobs, blah blah means jack if you can't last more than 5 minutes on line before you crash.
