You have missed the point. This isn't about keeping plots. It's about plots being reclaimed but novian resources for already built structures being awarded to the player's vault.

My best guess is that GN have been left waving in the wind by AE. AE are snowed under with problems on Order/Chaos and I suspect AE have assumed/hoped that they didn't have to worry about theEU...
