OK, here is how i got my horizons.exe to run...I followed advice given by fridlekh on another post and it worked....here is the picture he posted..

Ok, it says the aepatcher.dll can not be accessed...permission is denied...also I just started using windows Vist. It also says that the game cannot be started because the needed update files cannot...
