I know personally that some fish spawns are not reachable so i would suggest eithere moving the spawns closer to land or adding a few more fishing piersas and examplesaritova has several possible excellent fishing spots but the fish are unreachable

Given enough time and the proper temperament anything doable in game is possible

Lots of possible future fishing locations around the Guild Islands. Spread the resources around to all the Guild Islands.
