Why focus and not power?

Clerics and Healers gain 8 and 10 focus per level respectively, but both only gain 5 power per level. What role does focus play in healing?

I was under the impression that power helps increase the amount healed. Since focus determines success "to hit" an enemy with a spell, does that mean it's basically useless for healing purposes?

focus increases the strength of heals. Power only affects the damage of damaging spells.
