Has the lair design process and construction been fixed?

I spent time on blight working on designing and laying out a lair. Also spent time talking to my brothers and sisters who live on blight and some of the bugs. One that concerns me was one where you built the first level and then after that all kinds of bugs and problems started occurring.

So I have to ask, can we design and build a level before preceding to the next level?
