The weapons are always going to be attunable. The weapon parts that you get from the quest is what became unattuned.

Can you also give the quest reward pieces a hoard value? Since everyone who wants those weapons can do the quest to get them, they serve no purpose to Dragons, and should be hoardable.

They do have a hoard and coin value now that they are unattuned (the peices I mean).

The two pieces I have still show attuned with a hoard value of 30,000. Does this mean they are actually not attuned, but just say they are?

Sword and Staff 5 that drop are unattuned, but the pieces that were rewarded via the quest are still attuned.

Er, correction. They are not attuned in the database. They are marked as "removable".
