The obvious answer would be Lincoln. But I don't think that's correct because it would be too easy. His replacement, Andrew Johnson, was born poor and in the South so I think that makes him a likely candidate.

July 12, 1864 Lincoln visited one the the forts guarding Washington. He climbed on to a parapet of a fort to observe the action between the defenders and some confederate cavalry under Jubel Early. Rebel sharpshooters had been targetting shots at this fort throughout the day. A young captain from the 20th Massachusetts addressed the president, "Get down you ******** fool, before you get shot". The young captain's name? Oliver Wendell Holmes
