I recently just completed a new vault for Harton Valley. It's located on the top floor of my lair on the east side of town. Once in the lair go straight back then head one chamber over.

Wonderful! I was so sad when I saw that our old one had bit the dust. It was so convenient being 2 plots away from mine too lol.
