Really it's still available? I thought it was taken out a few months ago? I haven't seen or heard of anyone getting it since then.
I also thought they changed Balits quest to no longer require it? Doesn't it now require something like Blighted glowing cores?
Can you please double check and see if anyone on a live server has gotten EoB in last few weeks and see if the Balits quest was changed yet?

To the best of my knowledge, EoB has not been found on Chaos for several weeks. IIRC, several people tried the blighted nodes in Parsinia, the Breat Battle, and the blighted thornwoods, all to no avail.

Ah, my apologies. I was mistaken and not thinking. However, Balit's quest was changed some time back and no longer requires Essence of Blight.

If that's true, then the text needs updating.
Ah, yes it did. If you look at the list of ingredients item he gives you, it has the proper and up-to-date list.
