I was browsing threw my Formula book can came across the Tier 1-4 Resourse Parcel's. Can you turn these into any NPC anywhere?

I was browsing threw my Formula book can came across the Tier 1-4 Resourse Parcel's. Can you turn these into any NPC anywhere?

At one time those were used in a gather type quest for one of the Imperial personnel NPCs. I think those NPCs were removed quite awhile back but the formulas were never removed. I wouldn't delete the formulas though unless you get information from someone who may know for sure.
I would not delete those formula. At least you can create these parcels to gain xp.
