Nielenosss does NOT sell all of the beginner formulas needed
Before you beginning level crafters rush to Nielenoss's lair to buy formulae, consider this:
Nielenoss sells the Beginner Cargo Disk formula, but he DOES NOT sell the supporting resource fomulas needed. This is not true of Journeyman and Expert formulae, they can buy all they need. But beginner levels will not be able to.
Sent to support to see if this is intentional.

I have finished the quest, Amon, yes. I posted because the update message said he sold the formulas, but there was no indication that he didn't sell ALL of the formulas (which he ALMOST does).
Message from support indicates that this is intentional, you must first complete the quest to get the beginner level intermediate formulae. You can still buy the final formula, but why would you do that? You get it for free at the end of the quest anyway.

You have to do the quest to get the processing formulas. That is as designed.
