My friend Akatosh on Istaria we did are ARoP together and when he asneded he did not change and became ancient and he does not have the rune anyone as well and he finished the ARoP quests

Did you start the ARoP before the latest patch which changed the quest substantially?

This did not work for me as I did not receive the "Storm Seed" when I killed and looted him.
I had to defeat "Monsoon" to get it.
