Eilen the Mage

Well after doing a search, I can't find where Eilen the Mage at the Tower of Magery is broken.

I understand she is supposed to accept only Icy Token in exhange for spells, yet she flips them back at me and says "I'm not interested in Icy Token." And when this does work...how much is an Icy Token going to be worth?
