Hmmm, I know that I celebrated Pax Istaria last year, but where did it go this year?

I think resources were diverted to the new initiative at Delgarath. I know I had to eat up all the refreshments I'd saved to make room in my inventory for bits of paper...

Good point about lower tiers, something seasonal would be nice. I doubt the tier II revamp will be rolling out in the next month or two; VI puts better effort into such things than that. :-)

I believe work was done on the TII overhaul after the TI changes went live. No idea of course, how much, and if all or any was deemed usable.
