Though I don't think it matters which sets you make to count toward the 100, I do know that there are a couple of journal pages that are attuned, making trading to complete that particular set a nuisance. Hopefully they will fix them and make them all tradeable.
The two attuned and non-stackable pages that I know of are the 32nd and 33rd Awakening.
