Attunement to Ker`tis

I can`t seem to find the NPc to attune to Ker`tis. it`s not in Trandular, would he/she be a dragon? the pad is draconic.
if so, who may that be, and where?
help plz?

I think you get the Ker'tis quest from the same guys who do all the Trandalar attunements, probably the adventure-related one.

I thought it was in Dralk or Chiconis that you got it since it's a dragon-only thing.

edit: nope, i'm wrong - searched and looked at February 2009 patch notes:
Bjarn the Trandalar Gatekeeper will offer to attune Dragons to the destination pad at Kir'Tis provided you can complete a small challenge.
