Where to find formula Promote Vitality?

I've been looking around... and I can't seem to find it. Is it a drop? Is there even a formula for promote vitality?

Help a dragon out here? >.>

hi dae -
most, if not all, forms are now drops.....but i think you can get the lower level promote vitals at the scholar trainer? i had to send mw to buy them from the one in (old) dalimond a while ago......the expert and upper tier spells and forms are all drops now, i believe......

sorry i do not know what particular critters drop what forms.....

Promote Vitality is indeed a loot drop for the expert formula.

Dragon scale pack formula will be on the dragon crafter trainers in Chiconis or Dralk.
