PST is Pacific Standard Time (West coast of the US)
Central time is 2 hours higher then PST (6:30 PST = 8:30 CST)

it would be 4:30 PST (count backwards )

Unless she means central european time (CET)... in which case PST or PMT (which just means summer and wintertime on the pacific-/west-coast, mostly changing to each other around the same time as europe changes give or take a week) is 9 hours earlier then central time (CET that is). So then 6:30 PM in CET-timezone would be 9:30 AM in PMT-time.
