Attunement questions

I know I have been gone a while and I know about some of the places I used to be attuned to, but some new ones.

I am working on getting my plot up with some Tier 6 buildings and now notice that Delgarath is there, a new town since I was last playing.

I looked at the NPCs there in the area and dont see how to attune to the delgarath portal.

There seem to be a line of kill tasks offered by the militia and I am wondering if someone can enlighten me on what it takes to attune to this town, or link me a site to where I can read on what needs to be done to attune to towns other then the simple find the guy thing.

They list some Delgarath-related quests on that page - not sure if any of them results in attunement or not, but it might get you started.
