That person only gives out emblems for Expert. So is there a different person for Journeyman, or do they just not give out Emblems for reaching Journeyman in a Craft School anymore?

The only title that I have seen people use for journeyman is Journeyman Lairshaper. You end up with that in the course of doing your lairshaping quests. That is the only one I know about.
