On Order, seems the quest is bugged.

I am on Hayai, just completed acquiring the tapered emerald and am ready to start with the tapered sapphire. No npcs give me a prompt to do so, however.

I have tried Semaneth, the Hermit, AND the Historian, but they just say their standard dialogue.

I have no active quests in my log so I can't even drop it and start over. Is this common? Does this have a solution?

Could you please submit a support ticket about this?

In the ticket, include the name of the character who is stuck on the quest, and the name of the last quest that you completed. I can then take a look at your specific character and help figure out what happened.

Have you tried speaking to Theed again?
