These are very tricky. There are two main issues with polymorph as any of you who have been transformed into a wisp may have encountered.
1) It doesn't always work so well cause its switching graphics and stuff. So it doesn't look all that great at times.
2) 99% of your animations won't cross over and you'll be unable to do anything.
The gender differences can also sometimes cause issues. The reason undead costumes work is that most undead use biped/dragon skeletons and animations.

Even if the only thing we could do was to run around as a Ruxus or whatever, that would still be a really fun addition to the game, I think. I mean, that's usually how other games handle it too. They often don't allow you to fight while you're in costume; a lot of the time the costumes wouldn't even have jump animations. But it didn't matter because it was just fun to run around as something strange.
Unless I'm mistaken, there already exists a costume that transforms the player into a monster that is based neither on biped nor dragon assets, which is the nondescript zombie costume (the one that dies if you sit and emits "brrraaaainsss" noises). This is also my most favorite costume.

Not to bring up the whole Khutit and fighting thing back on, BUT several dragon abilities last I tried worked and did damage to the mob you were fighting only no animation was given, also no combat log. What is wrong with Khutit could be deliberately created for polymorph.
