I'm sorry, but no.
Buildable structures on plots which then provide resources is not possible.

How about a sand pile and a well that don't give resources for the folk that like the look of those elements? The art is there, just need to add the buildable aspect behind that.

take a 5x5 flooring of sand, kobble o.s. and leave it unbuild.
