Mental Bane

Is the buff from the mental bane tech supposed to be dispellable by the cleanse tech that I'm using with my healing spells?

Same thing happens with the strength and dispelling buff on the Demonbane Spike. As soon as I cast a cleansing spell or detoxify self, it is dispelled instead of a debuff.
