The short answer is, yes.

I wish you would do a search before you ask questions like this.

Anyone can own a plot. Dragons owning a plot happens all the time. The one draw back on this is simple. You will not be able to build anything on it yourself unless you have a Biped character or have other bipeds build the structures for you.
