It's a texture issue. The fin model goes up high enough that it uses some of the texture from other parts of the file. I attached a file of which I guess may be your scale type. As you see, on the bottom, there is the texture for the head fins. See how close it is to other textures? Bits of those other textures may have gotten mixed up and stuck on that part of the model.

TL;DR - Yes, it's a bug, but one that's been there since the beginning of time and can be fixed by the player.

Edit: Looking at the file and your screenshot, that bit of texture probably is from the mouth texture on the bottom left.

You would take the file (transparent of course, the one I added is opaque for some reaosn) and erase the protruding textures. Then convert it back and test. Basically it's making a mod.
