It was my understanding that someone gave them to a biped or unattuned dragon so they could attune to draak...so who should they talk to?

How do bipeds get attuned then? The keys are supposed to attune them.
and yes; i'm lunus and have given keys to both biped and dragon, neither of them worked.
p.s. no the quest doesn't attune you. my freind tried and has the portal keys from doing the quest himself - not attuned.
make key then Helain with key in inventory takes take biped to Semeneth. Semeneth then gives quest to Helian dragon.

As an update: I tried attuning a hatchling being as the only character i have raise in lairshaping is lunus. Tries what knossos said with both Valkoth and Brysmedrik, i am confident semeneth won't do it either - with both my lairshaper holding the key while in lairshper, and the one i tried to attune holding a key, and both holding the keys, nothing. So is there a level requirement for attunement?
Quest name is 'I Speak For This One' and is given by Semeneth to Helian dragon holding key in his scalepack. As to level requirement, I do not know.

The dragon speaking for this one must be Helian.
so lunus can't attune anyone, not even dragons?

Thanks for this thread! I was really wondering how to do this, because I have a friend who needs attuned, and I would like to get my own biped attuned soon as well.
PS. Lunus think bipeds are beneath them; why should they have the opportunity to help them at all? tbh I'm glad they brought some benefit to Helians, so now peds can get into both the Tomb and Draak.
Bumbling Ancient and grumbling Satyr on Chaos- if Helians are supposed to be 'spellcasters', then why is Wintheria, the Gold Rage trainer, a Helian?
