Town Marshall: Color Blind quest won't complete

I killed 20 aquamarine golems, according to my quest log, and got the second step of Return to Fohadon, the Mahagra Town Marshall. Upon greeting Fohadon, I get the message "Fohadon tells you, Greetings again <playername>, I see you have not yet found the beasts I sent you to search for. Come back and tell me when you have succeeded in this task." No rewards given and the quest is staying in my logbook.

Correction: The quest is completable by talking to Dezwar Gabbledock, the Town Marshall of New Rachival. He was the one that gave the old version of this quest. Perhaps the completion flag wasn't transferred to Fohadon? The text on completion says "Fohadon tells you, So I was right, I will have to talk with my incompetent scouts. Here is the reward I promised you."
